The Little Blue NRD’s programs and policies are directed by a 17 member, locally elected,
Board of Directors. The Board meets the Second Tuesday of each month at the NRD headquarters in Davenport, Nebraska. The District employs eight (8) full-time professional
staff responsible for carrying out the directives of the Board of Directors. The District also employs three full-time and two part-time secretaries who serve as district contacts in the five local
Natural Resources Conservation Service (NRCS) Offices which lie within the District, plus two part-time rural water employees. |

The Natural Resources District's operations are funded by a variety of sources, including: sale of conservation trees and services, assessment projects (self-supporting rural water systems), state and federal cost-sharing for projects and programs, and various grant programs. The primary source of funds however, is local property taxes. The Districts have authority to levy up to 4.5 cents per $100.00 of assessed property valuation for its operations plus 1.0 cents per $100 for groundwater management activities.
The FY 2008 levy is 2.9053 cents per $100 valuation. The
total FY 2008 budget is $3,498,357 and requires $1,032,901 in local property
taxes.
